Haley Sanders was assigned to Pytheas Labs, and worked closely with the Volunteers, as evidenced by her request for lower security protocols on Andrius Alekna, who she considered to be a "very sweet and uplifting guy" before his neuromod installations corrupted him. She was evidently also friends with Joel Weeks, as he emailed her from Talos I to tell her how he was doing.

Peter finds Haley dead in the area outside Cell 5 (room past Typhon Gate) in Volunteer Containment, on Floor 1 of Pytheas Labs. According to developer notes, she was the first victim of the escaping Volunteers.
